Ky projektligj \u00ebsht\u00eb sjell\u00eb nga Qeveria p\u00ebrpara Parlamentit n\u00ebp\u00ebrmjet nj\u00eb procedure t\u00eb p\u00ebrshpejtuar dhe synon t\u00eb vendos\u00eb nj\u00eb sistem t\u00eb ri t\u00eb ndjekjes s\u00eb studimeve n\u00eb deg\u00ebn e mjek\u00ebsis\u00eb dhe n\u00eb ushtrimin e viteve t\u00eb para t\u00eb profesionit si mjek n\u00eb Shqip\u00ebri.<br \/>\nN\u00ebp\u00ebrmjet k\u00ebtij projektligji, student\u00ebt e mjek\u00ebsis\u00eb do t\u00eb ken\u00eb mund\u00ebsi:<br \/>\n-T\u00eb n\u00ebnshkruajn\u00eb nj\u00eb marr\u00ebveshje me shtetin, ku sipas vitit t\u00eb studimit n\u00eb t\u00eb cilin ata gjenden, angazhohen t\u00eb punojn\u00eb 2 deri n\u00eb 5 vite pas mbarimit t\u00eb studimeve n\u00eb sistemin sh\u00ebndet\u00ebsor shqiptar. N\u00eb k\u00ebmbim, shteti u mban atyre diplom\u00ebn p\u00ebr aq vite dhe u ofron tarif\u00ebn e studimit falas, p\u00ebrpar\u00ebsi n\u00eb pun\u00ebsim n\u00eb p\u00ebrfundim t\u00eb shkollimit dhe leht\u00ebsira p\u00ebr banesat sociale.<br \/>\n-T\u00eb mos e n\u00ebnshkruajn\u00eb k\u00ebt\u00eb marr\u00ebveshje dhe t\u00eb jen\u00eb t\u00eb lir\u00eb n\u00eb projektet e tyre profesionale. Nj\u00eb zgjedhje e till\u00eb sjell si pasoj\u00eb pages\u00ebn e nj\u00eb tarife t\u00eb lart\u00eb studimi (e cila do vendoset nga Universiteti) dhe munges\u00ebn e trajtimit t\u00eb barabart\u00eb n\u00eb pun\u00ebsim (p\u00ebrtej meritave t\u00eb arritura gjat\u00eb shkollimit).<br \/>\nSipas qeveris\u00eb, ky projektligji ka p\u00ebr synim t\u00eb luftoj\u00eb kund\u00ebr ikjes s\u00eb mjek\u00ebve jasht\u00eb shtetit, ve\u00e7an\u00ebrisht mjek\u00ebve t\u00eb rinj.<br \/>\n\u2022 Mbi form\u00ebn\/procedur\u00ebn:<br \/>\nLigji i miratuar \u00ebsht\u00eb i nj\u00eb cil\u00ebsie shum\u00eb t\u00eb dob\u00ebt dhe tregon nj\u00eb p\u00ebrgatitje dhe nj\u00eb nivel t\u00eb ul\u00ebt t\u00eb administrat\u00ebs publike shqiptare, ve\u00e7an\u00ebrisht asaj q\u00eb ka nj\u00eb detyr\u00eb madhore si konceptimin dhe hartimin e akteve ligjore.<br \/>\nDokumentet shoq\u00ebruese t\u00eb projektligjit nuk p\u00ebrmbajn\u00eb asnj\u00eb studim krahasues. Problematikat q\u00eb lidhen me politikat p\u00ebr t\u00eb t\u00ebrhequr dhe mbajtur mjek\u00ebt n\u00eb zona t\u00eb caktuara gjeografike gjejn\u00eb zgjidhje t\u00eb ngjashme n\u00eb t\u00eb gjitha shtetet e bot\u00ebs, qofshin k\u00ebto shtete t\u00eb varfra apo t\u00eb pasura. Problematika t\u00eb ngjashme jan\u00eb edhe ato ku n\u00ebpun\u00ebsit e lart\u00eb t\u00eb shtetit arsimuar n\u00eb publik shkojn\u00eb drejt privatit pa kryer nj\u00eb num\u00ebr t\u00eb caktuar vitesh pune n\u00eb administrat\u00eb.<br \/>\nP\u00ebr shembull, n\u00eb Franc\u00eb, mjafton nj\u00eb k\u00ebrkim i shpejt\u00eb n\u00eb internet p\u00ebr t\u00eb par\u00eb se ka studime t\u00eb shumta q\u00eb lidhen me munges\u00ebn e mjek\u00ebve n\u00eb zona rurale q\u00eb quhet \u201cD\u00e9sert m\u00e9dicaux\u201d (shkret\u00ebtir\u00eb mjek\u00ebsore).<br \/>\nN\u00eb vende t\u00eb tjera si Gjermania, mungesa e mjek\u00ebve lidhet me vjet\u00ebrsimin e popullsis\u00eb, kurse n\u00eb SHBA, mungesa e mjek\u00ebve lidhet m\u00eb shum\u00eb me ndarjen n\u00eb komunitete, ku minoritetet kan\u00eb nj\u00eb akses n\u00eb num\u00ebr dhe cil\u00ebsi shum\u00eb t\u00eb vog\u00ebl mjek\u00ebsh.<br \/>\nM\u00eb keq, n\u00eb pjes\u00ebn ku administrata duhet t\u00eb justifikoj\u00eb opsionet e studiuara, figuron nj\u00eb pjes\u00eb \u201cStatus quo\u201d (e pakuptimt\u00eb n\u00eb konceptin e nj\u00eb reforme) dhe nj\u00eb pjes\u00eb \u201cjo rregullator\u201d, ku administrata mjaftohet duke th\u00ebn\u00eb q\u00eb vet\u00ebm ligji mund t\u00eb rregulloj\u00eb problematikat e konstatuara. Pra, asnj\u00eb opsion nuk \u00ebsht\u00eb studiuar me t\u00eb v\u00ebrtet\u00eb.<br \/>\nKy projektligj ndryshon rr\u00ebnj\u00ebsisht funksionimin e studimeve t\u00eb mjek\u00ebsis\u00eb me pasoja t\u00eb parashikuara dhe ndoshta t\u00eb paparashikueshme. Si pasoj\u00eb, duhej shoq\u00ebruar patjet\u00ebr me nj\u00eb studim impakti apo me konsultime t\u00eb gjera publike. Sipas vet\u00eb relacionit bashk\u00eblidhur projektligjit, asnj\u00eb konsultim publik nuk \u00ebsht\u00eb b\u00ebr\u00eb n\u00eb p\u00ebrgatitjen e k\u00ebsaj reforme, duke vendosur k\u00ebshtu nj\u00eb standard t\u00eb keq t\u00eb funksionimit t\u00eb administrat\u00ebs, e cila shk\u00ebputet nga populli duke hartuar reforma ndryshuese mbyllur n\u00eb zyr\u00eb.<br \/>\n\u2022 Mbi themelin\/p\u00ebrmbajtjen:<br \/>\nArsyetimi n\u00eb vetvete tregon nj\u00eb dashakeq\u00ebsi t\u00eb Qeveris\u00eb, ku disa her\u00eb dhe n\u00eb vende t\u00eb ndryshme t\u00eb relacionit dhe dokumenteve t\u00eb tjera shoq\u00ebruese, Qeveria mb\u00ebshtetet tek kriza e Covid p\u00ebr t\u00eb justifikuar k\u00ebt\u00eb reform\u00eb. \u00cbsht\u00eb e v\u00ebshtir\u00eb t\u00eb kuptohet se cila \u00ebsht\u00eb lidhja midis luft\u00ebs ndaj Covid (e cila prezantohet si nj\u00eb sukses i qeveris\u00eb) dhe k\u00ebtij projektligji.<br \/>\nQeveria n\u00eb fakt gjen argumente p\u00ebr t\u00eb mos trajtuar realitetin e vendit ton\u00eb, q\u00eb \u00ebsht\u00eb plaga e madhe e shpopullimit. Nuk e trajton k\u00ebt\u00eb \u00e7\u00ebshtje sepse vet shpopullimi \u00ebsht\u00eb nj\u00eb simptom\u00eb e nj\u00eb s\u00ebmundje m\u00eb t\u00eb madhe q\u00eb \u00ebsht\u00eb shkat\u00ebrrimi metodik i shtetit shqiptar dhe rolit t\u00eb tij n\u00eb krijimin e nj\u00eb perspektive dhe mir\u00ebqenie n\u00eb Shqip\u00ebri, t\u00eb cilat jan\u00eb n\u00eb t\u00eb v\u00ebrtet\u00eb arsyet m\u00eb t\u00eb forta dhe ndoshta t\u00eb vetme q\u00eb mund t\u00eb luftojn\u00eb kund\u00ebr ikjes s\u00eb trurit n\u00eb p\u00ebrgjith\u00ebsi dhe mjek\u00ebve n\u00eb ve\u00e7anti.<br \/>\nDuke mos qen\u00eb t\u00eb aft\u00eb ose duke mos pasur d\u00ebshir\u00ebn t\u00eb luftojn\u00eb arsyet e v\u00ebrteta t\u00eb ikjes s\u00eb mjek\u00ebve n\u00eb p\u00ebrfundim t\u00eb studimeve t\u00eb tyre ose mbas disa vitesh ushtrimi t\u00eb profesionit, Qeveria tenton t\u00eb godas\u00eb nj\u00eb kategori t\u00eb cil\u00ebn mund ta konsiderojm\u00eb me m\u00eb pak forc\u00eb n\u00eb hap\u00ebsir\u00ebn publike: student\u00ebt.<br \/>\nKy projektligj godet gjithashtu n\u00eb m\u00ebnyr\u00eb t\u00eb drejtp\u00ebrdrejt\u00eb student\u00ebt q\u00eb vijn\u00eb nga familje me m\u00eb pak kushte financiare, t\u00eb cil\u00ebt do t\u00eb jen\u00eb m\u00eb t\u00eb shtyr\u00eb se t\u00eb tjer\u00ebt p\u00ebr t\u00eb pranuar k\u00ebt\u00eb marr\u00ebveshje t\u00ebr\u00ebsisht t\u00eb \u00e7ekuilibruar. Reforma krijon dy kategori student\u00ebsh duke mos marr\u00eb parasysh pasojat e mundshme dhe thyerjen q\u00eb mund t\u00eb sjell midis tyre.<br \/>\nN\u00ebp\u00ebrmjet pun\u00ebsimit me prioritet, reforma e qeveris\u00eb harron kriterin e vet\u00ebm q\u00eb duhet t\u00eb drejtoj\u00eb arsimin e lart\u00eb n\u00eb p\u00ebrgjith\u00ebsi dhe mjek\u00ebsin\u00eb n\u00eb ve\u00e7anti, p\u00ebr shkak t\u00eb rolit q\u00eb luan n\u00eb jet\u00ebn e njer\u00ebzve, duke mos pun\u00ebsuar student\u00ebt n\u00eb baz\u00eb t\u00eb aft\u00ebsive dhe arritjeve t\u00eb tyre, por mbi firmosjen e nj\u00eb marr\u00ebveshje n\u00eb mosh\u00eb t\u00eb re.<br \/>\nSipas vet\u00eb t\u00eb dh\u00ebnave t\u00eb qeveris\u00eb parashtruar n\u00eb relacionin e projektligjit, vler\u00ebsohet se 2 nga 10 mjek t\u00eb p\u00ebrgatitur n\u00eb Shqip\u00ebri ikin jasht\u00eb shtetit. Kjo shif\u00ebr nuk sakt\u00ebson se sa ikin brenda 5 viteve t\u00eb para t\u00eb aktivitetit, pra mund t\u00eb mendohet logjikisht q\u00eb shifra reale e mjek\u00ebve q\u00eb ikin brenda 5 viteve \u00ebsht\u00eb m\u00eb e ul\u00ebt se 2 n\u00eb 10.<br \/>\nKjo shif\u00ebr ka r\u00ebnd\u00ebsin\u00eb e vet sepse tregon n\u00eb radh\u00eb t\u00eb par\u00eb q\u00eb administrata nuk ka njohuri t\u00eb qart\u00eb t\u00eb situat\u00ebs q\u00eb k\u00ebrkon t\u00eb luftoj\u00eb dhe sjell nj\u00eb projektligj ekstrem p\u00ebr nj\u00eb problem q\u00eb mund t\u00eb zgjidhet dhe duhet t\u00eb zgjidhet ndryshe.<br \/>\nNj\u00eb element i fundit q\u00eb vlen t\u00eb theksohet \u00ebsht\u00eb se qeveria n\u00eb m\u00ebnyr\u00eb t\u00eb vazhdueshme zhvillon nj\u00eb ligj\u00ebrim publik populist, ku k\u00ebrkon t\u00eb t\u00ebrheq\u00eb mb\u00ebshtetjen e opinionit duke komunikuar mbi tem\u00ebn: \u201c\u00ebsht\u00eb normale q\u00eb shteti mos t\u00eb paguaj\u00eb trajnimin e njer\u00ebzve q\u00eb ikin\u201d. N\u00eb pamje t\u00eb par\u00eb, kjo retorik\u00eb ngjit sepse prek \u00e7\u00ebshtje ku njer\u00ebzit ndihen t\u00eb braktisur, si\u00e7 \u00ebsht\u00eb ajo e sh\u00ebndetit, dhe krijohet nj\u00eb qark ku viktima (qytetar\u00ebt) faj\u00ebsojn\u00eb nj\u00eb viktim\u00eb tjet\u00ebr (mjek\u00ebt e rinj) dhe sheh si shp\u00ebtues autorit e krimit (shteti i cili ka shkaktuar shpopullimin).<br \/>\nQ\u00eb kjo retorik\u00eb t\u00eb luftohet, duhet kujtuar se n\u00ebse nj\u00eb arsyetim i till\u00eb vlen p\u00ebr mjek\u00ebt, at\u00ebher\u00eb duhet t\u00eb vlej\u00eb p\u00ebr t\u00eb gjith\u00eb trajnimet n\u00eb arsimin e lart\u00eb publik. Shqip\u00ebria nuk ka pse t\u00eb paguaj\u00eb trajnimin n\u00eb marketing t\u00eb nj\u00eb personi q\u00eb ikin jasht\u00eb, t\u00eb nj\u00eb inxhinieri, etj. N\u00eb t\u00eb kund\u00ebrt, shteti ka p\u00ebr detyr\u00eb t\u00eb kuptoj\u00eb arsyet e thella t\u00eb shpopullimit dhe t\u00eb prezantoj\u00eb nj\u00eb strategji gjith\u00ebp\u00ebrfshir\u00ebse dhe t\u00eb fort\u00eb p\u00ebr t\u00eb rind\u00ebrtuar nj\u00eb sistem vlerash dhe shprese n\u00eb Shqip\u00ebri.<br \/>\n\u2022 Propozim:<br \/>\nT\u00eb gjitha studimet tregojn\u00eb pasojat e kufizuara t\u00eb politikave publike, t\u00eb bazuar ekskluzivisht mbi ndihmat financiare si mjet p\u00ebr mbajtjen e mjek\u00ebve n\u00eb nj\u00eb vend. Argumenti financiar, edhe pse i r\u00ebnd\u00ebsish\u00ebm, \u00ebsht\u00eb i pamjaftuesh\u00ebm ndaj faktit se edhe shtetet e zhvilluara kan\u00eb probleme t\u00eb ngjashme me Shqip\u00ebrin\u00eb. Ky \u00ebsht\u00eb nj\u00eb fakt t\u00eb cilit duhet t&#8217;i m\u00ebshohet me forc\u00eb. Nj\u00eb politik\u00eb e bazuar ekskluzivisht mbi ndihm\u00ebn financiare \u00ebsht\u00eb nj\u00eb politik\u00eb pa vizion dhe q\u00eb mohon realitetin e konstatuar gjithkund.<br \/>\nProjekti i Partis\u00eb Demokratike duhet t\u00eb tregoj\u00eb nj\u00eb baz\u00eb filozofike m\u00eb t\u00eb fort\u00eb dhe t\u00eb sh\u00ebndosh\u00eb. \u00c7\u00ebshtja e student\u00ebve t\u00eb mjek\u00ebsis\u00eb duhet t\u00eb jet\u00eb baza e nj\u00eb reflektimi m\u00eb t\u00eb gjer\u00eb ku t\u00eb trajtohen t\u00eb gjitha funksionet publike n\u00eb situata t\u00eb ngjashme. P\u00ebr k\u00ebt\u00eb Partia Demokratike duhet t\u00eb propozoj\u00eb \u201cPaktin komb\u00ebtar p\u00ebr funksionet publike jet\u00ebsore t\u00eb k\u00ebrc\u00ebnuara nga shpopullimi\u201d. Ky Pakt duhet t\u00eb bazohet n\u00eb tre shtylla n\u00eb \u00e7do rast: Respekt \u2013 Perspektiv \u2013 Impakt<br \/>\nQ\u00eb sistemi t\u00eb ndryshoj\u00eb, student\u00ebt e mjek\u00ebsis\u00eb dhe mjek\u00ebt e rinj duhet t\u00eb ndihen t\u00eb respektuar dhe jo m\u00eb t\u00eb p\u00ebrbuzur nga shteti sepse ata luajn\u00eb nj\u00eb rol jetik n\u00eb shoq\u00ebri, ata duhet t\u00eb ken\u00eb nj\u00eb perspektiv\u00eb t\u00eb qart\u00eb dhe pozitive t\u00eb zhvillimit t\u00eb jet\u00ebs s\u00eb tyre personale dhe profesionale n\u00eb Shqip\u00ebri dhe duhet t\u00eb ndjejn\u00eb se impakti i tyre \u00ebsht\u00eb thelb\u00ebsor, ose q\u00eb t\u00eb p\u00ebrkthehet n\u00eb impakt n\u00eb jet\u00ebn e p\u00ebrditshme.<br \/>\nRespekt: Student\u00ebt q\u00eb ndjekin studimet n\u00eb fushat e p\u00ebrcaktuara duhet t\u00eb konsiderohen pjes\u00eb e administrat\u00ebs publike sa m\u00eb her\u00ebt, konkretisht, gjat\u00eb periudh\u00ebs s\u00eb studimeve t\u00eb tyre (gjat\u00eb vitit t\u00eb dyt\u00eb ose t\u00eb tret\u00eb). N\u00eb k\u00ebt\u00eb m\u00ebnyr\u00eb, rritet nd\u00ebrgjegjja dhe ndjenja e p\u00ebrkat\u00ebsis\u00eb n\u00eb administrat\u00eb.<br \/>\nStudent\u00ebt q\u00eb ndjekin studimet n\u00eb k\u00ebt\u00eb kuad\u00ebr duhet t\u00eb p\u00ebrjashtohen nga tarifat studentore dhe t&#8217;u krijohen t\u00eb gjitha kushtet q\u00eb t\u00eb mendojn\u00eb jet\u00ebn e tyre n\u00eb Shqip\u00ebri.<br \/>\nKy sistem mund\u00ebson gjithashtu q\u00eb t\u00eb mendohet nj\u00eb sistem m\u00eb i but\u00eb n\u00eb rast dalje her\u00ebt nga administrata, duke u bazuar n\u00eb sistemin francez. Nj\u00eb n\u00ebpun\u00ebs i lart\u00eb i administrat\u00ebs ( referuar shembullit Francez), trajnuar n\u00eb at\u00eb q\u00eb quhet m\u00eb p\u00ebrpara \u201cEcoleNationaled&#8217;Administration\u201d dhe q\u00eb quhet sot quhet INSP (Institut National du Service Public), duhet t\u00eb paguaj\u00eb nj\u00eb kosto n\u00ebse d\u00ebshiron t\u00eb punoj\u00eb jasht\u00eb administrat\u00ebs pa kaluar 10 vjet nga diplomimi n\u00eb k\u00ebt\u00eb shkoll\u00eb (n\u00eb k\u00ebt\u00eb kuptim lufta q\u00eb mos t\u00eb ikin n\u00ebpun\u00ebsit e lart\u00eb t\u00eb shtetit trajnuar nga arsimi publik n\u00eb privat \u00ebsht\u00eb nj\u00eb betej\u00eb e ngjashme me at\u00eb t\u00eb mbajtjes s\u00eb mjek\u00ebve n\u00eb Shqip\u00ebri)[1].<br \/>\nDetyra dhe p\u00ebrgjegj\u00ebsi, vet\u00ebm k\u00ebshtu mund t\u00eb nd\u00ebrtohet nj\u00eb shtet i fort\u00eb, jo si\u00e7 d\u00ebshiron ta b\u00ebj\u00eb Rilindja me dhun\u00eb dhe detyrime.<br \/>\nN\u00eb k\u00ebto funksione jetike p\u00ebr vendin, duhet gjithashtu q\u00eb administrata t\u00eb identifikoj\u00eb q\u00eb n\u00eb gjimnaz student\u00ebt e shquar n\u00eb zona rurale ose n\u00eb qytete t\u00eb vogla, e t\u00eb inkurajohen drejt studimeve n\u00eb deg\u00ebt e ndryshme t\u00eb mjek\u00ebsis\u00eb. Studimet n\u00eb SHBA tregojn\u00eb q\u00eb mjek\u00ebt q\u00eb vijn\u00eb nga minoritete kan\u00eb probabilitet m\u00eb t\u00eb madh t\u00eb kthehen t\u00eb punojn\u00eb p\u00ebr komunitetet e tyre.<br \/>\nPerspektiv: perspektiva krijohet duke i ngarkuar Ministris\u00eb s\u00eb Arsimit, por edhe Ministris\u00eb s\u00eb Jashtme, nj\u00eb rol proaktiv n\u00eb sigurimin e bashk\u00ebpunimeve nd\u00ebrkomb\u00ebtare dhe trajnimeve praktike t\u00eb vazhdueshme t\u00eb mjek\u00ebve t\u00eb rinj, t\u00eb cil\u00ebt, fatkeq\u00ebsisht, shum\u00eb shpesh, kur diplomohen nga nje universitet me infrastruktur\u00eb t\u00eb vjet\u00ebrsuar (teknologjia, mjetet didaktike etj.),pas kryerjes se praktikave n\u00eb spitalet shqiptare (t\u00eb cilat kan\u00eb gjithashtu munges\u00eb te theksuar te teknologjis\u00eb s\u00eb fundit), shk\u00ebpusin pak nga pak fillin me trajnimin e vazhduesh\u00ebm.<br \/>\nQeveria shqiptare duhet te ket\u00eb si q\u00ebllim formimin e nj\u00eb akademie mjek\u00ebsore nga diaspora. T\u00eb siguroj\u00eb prezenc\u00ebn e profesor\u00ebve t\u00eb jasht\u00ebm nga diaspora shqiptare (q\u00eb mbajn\u00eb grada shkencore e kan\u00eb publikime n\u00ebp\u00ebr revista prestigjioze shkencore) q\u00eb t\u00eb ofrojn\u00eb p\u00ebrvoj\u00ebn e tyre n\u00eb periudhat e specializimit n\u00ebp\u00ebrmjet:zhvillimit t\u00eb programeve universitare n\u00eb Universitetin e Mjek\u00ebsis\u00eb dhe ndihmes\u00ebs si korrelator n\u00eb publikimin e punimeve shkencore t\u00eb student\u00ebve gjat\u00eb specializimit.<br \/>\nShteti duhet gjithashtu q\u00eb t&#8217;i p\u00ebrgjigjet nj\u00eb problematike thelb\u00ebsore, n\u00eb m\u00ebnyr\u00eb q\u00eb nj\u00eb mjek t\u00eb shoh\u00eb jet\u00ebn e tij\/saj n\u00eb Shqip\u00ebri, dhe kjo \u00ebsht\u00eb siguria e tij\/saj.
